IMPLEMENTASI APLIKASI E-OPEN PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA BEKASI DALAM MENINGKATKAN KUALITAS PELAYANAN PUBLIK

Abstract
This study aims to determine the extent of utilization of the E-open Dukcapil Application of Bekasi City as an electronic-based population administration program in an effort to improve the quality of service to the public who want to take care of population administration at the Population and Civil Registration Service of Bekasi City. The approach taken in this study is a qualitative method with reference to Edward III's theory. This study uses a qualitative approach that involves collecting data through in- depth interviews with related parties such as the ADB Population Expert Young who operates the E-Open Application, Pamor Kelurahan Officers. The results of the study indicate that the E-Open Application has contributed to some extent in population administration services in improving the quality of service to the public who are able to register or operate service access in the E-Open Application. However, in the process of this study also identified several challenges faced in the implementation of this Application, including the Application which is not yet optimal in terms of server quality and operation, data security, Signal in the area, Lower Community who do not have Android phones, and low understanding in utilizing the E- Open Application. Therefore, this study can provide socialization to the community in managing electronic-based Population Administration
